fistula disease

i hav got this fistula at my backpassage in 2013. I was operated three times since then but it is not disappeared , it kept on shifting the site . Now i am not able to do my work properly, too much discharge and pain is there. want to get it treated by kshar sutra. i m in himachal. guide me how to get rid of it.
